McKinney Police Chief Kowlski introduced the evening's speaker Ms. Jill Muncy. Chief Kowalski and Jill Muncy were Deputy Chiefs in the Dallas PD at the same time.

Ms. Muncy spent four years in Kosovo as the deputy chief of police for the UN Commission. She was most recently president of Police International.
